Add flag to delay steps to stop removal of customers from workflows

Currently if a customer lands on a delay step and the delay has already been reached, they are removed from the workflow. This is problematic for complex workflows with many steps for customers to go through. We suggest adding a flag to delay steps that would allow customers to continue through a workflow rather than being kicked out completely. Thanks!
