Add setting to make Google Authentication or 2FA mandatory for all users of an account

This would be useful to add extra security and make sure everyone who logs into Vero is using 2 factor authentication.

    As our team grows, it's getting harder to force people to activate 2FA. It would be nice to have such a feature as admin.

    It's a common feature in all the third party app we are using.

    Google Authentication is not useful in our case as we don't use it.
