Add staggered sending

If you have a large subscriber base however most of these subscribers are only sent emails very seldomly and you then sent a yearly email to most of your subscribers, you can end up with a lot of bounced emails. It would be great to set rules for different email providers as to how many emails should at most be delivered over a timeframe to reduce bounces.
