Make the request to a Fusion endpoint when the customer meets the conditions rather than at send time

Right now the request to a Fusion endpoint is made at send time. This means if the data is not ready the email will be discarded. If the endpoint was called when the user met conditions, the data would have time to be generated and available for send time.
